A shuttle programme is a recurring service contract, not a series of bookings — and it should be priced and reported like one.
Fixed route, fixed schedule, fixed cost
Commuter runs from a transit hub to a campus, inter-building loops on a large site, park-and-ride from a satellite lot, and late-shift runs home are all contracted by the vehicle-hour on a published timetable. You get a monthly cost you can budget rather than a variable line you cannot.
Vehicles are dedicated for the term of the contract, so the same buses and the same drivers appear each day. Riders learn the drivers' names, which is the difference between a shuttle people use and one they abandon.
Reporting that justifies the programme
Boardings by stop and by run, on-time performance, and cost per rider are reported monthly. Most programmes discover within a quarter that one of their runs carries almost nobody and another is standing-room; the timetable is then rebuilt around the data instead of the original assumption.
